Singapore requires a recognised agent for Changi pet-import clearance
From April 1, personal pet imports cleared through Changi’s CAPQ must use an AVS-recognised pet agent. Arrange the arrival handover in advance.

Singapore’s Animal & Veterinary Service (AVS) requires an AVS-recognised pet agent to handle personal pet-import clearance at the Changi Animal & Plant Quarantine Station (CAPQ) from April 1, 2026.
Engage the agent before arrival. This notice is specifically about clearance through Changi’s CAPQ; it should not be treated as a blanket statement about every land-entry or licence application.
Make the arrival timing part of the route
CAPQ’s published hours and transfer arrangements matter for collection. Transfers to the Animal Quarantine Centre run on working days between 10:00 and 10:30 a.m. Singapore time. Pets missing that transfer may have to remain until the next working day.
The agent arrangement does not remove destination-specific health, licensing or quarantine conditions. Those still need to be checked for the individual pet and departure country.
