An independent commercial planning guide from Pets Delivery Expert. We arrange individual, complete pet journeys; we are not United customer support. Airline acceptance, government permission and space for the specific flight are separate decisions.
1. Establish the available transport mode
United’s ordinary-pet option is cabin travel for cats and dogs. PetSafe is no longer an ordinary checked-pet service.
The separate military program is limited to eligible active-duty US military personnel, State Department Foreign Service personnel and spouses travelling on qualifying orders or reassignment between Guam and Honolulu. It is not a general public cargo option.
If your pet cannot use the cabin, establish another eligible transport arrangement before buying your passenger flight. A historic PetSafe article is not evidence of a service you can book today.

2. Confirm the route and booking channel
United describes online pet addition during booking or through My Trips, not its app. International pet reservations require a call. Its policy covers United and United Express; other operators need separate checks.
Have the airline assess every airport, direction and transit. Read the destination-list footnotes: the published Spain, Taiwan and Guam entries have narrower qualifications. A country name alone can mislead.
Keep a short route record with flight numbers, dates, operating airlines and pet confirmation. Ask what happens to that acceptance if a connection or aircraft changes. Do not treat a passenger codeshare reservation as approval from every operator.
3. Resolve carrier and pet-count questions before paying
United requires under-seat carrier fit and publishes aircraft-specific limits. Its main text allows two pets per person with two adjacent paid seats on many flights, with aircraft exceptions; its seating FAQ still says one pet per traveller. Obtain an itinerary-specific decision.
Send the actual bag’s external measurements, loaded weight and clear fit photographs. Ask which seat and carrier limit apply on each sector. For two pets, obtain confirmation before purchasing the additional seat. An advertised “airline-approved” bag is not individual acceptance; our carrier guide helps organise the check.
4. Use the right authority and species-specific form
One source problem deserves attention: United’s Mexico dog-certificate link opened a cattle-export form during this review. For a dog travelling from the US to Mexico, use the current USDA Mexico page to reach the dog-specific instructions. See our US-to-Mexico update; plan the return separately.
For US arrivals, the CDC pathway depends on vaccination location and the dog’s previous six months of travel. United’s assistance FAQ still refers to a CDC import permit, while its main guidance links the current Dog Import Form. Follow the current CDC instructions rather than treating that FAQ as a government checklist.
Ask your booking contact to identify any additional airline paperwork. Keep government entry permission, veterinary preparation and airline acceptance in separate parts of your travel file.

5. Get the confirmed journey cost
United’s contract of carriage lists a pet-carriage service charge of USD 150 or CAD 150 each way, including the container. Confirm the applicable currency, route acceptance and total for your exact booking. If you need another seat, ask for its price and change or cancellation terms separately.
For a managed move, compare the same scope: travel, carrier, veterinary appointments, official documents and any ground transfer or handover. Record who pays additional costs after a delay or rejected carrier. This guide does not provide a live quotation.
6. Genuine service dogs have a separate process
United accepts trained disability-task service dogs under its assistance policy. Emotional-support status and a dog still in training do not qualify.
For domestic booking, identify the task-trained service dog and complete the paperwork through Trip Details. For international travel, Hawaii or Guam, contact United’s accessibility desk before completing the forms. The service page links the DOT air-transportation form and an additional relief form for flights of eight hours or more.
Read the actual form carefully: the DOT framework allows the longer-flight attestation to address either no need to relieve or the ability to do so hygienically. The airline’s brief prose is not a substitute for that wording. Destination approval remains separate; a purchased vest or certificate does not turn an ordinary pet into a service dog.

Arrange an individual journey with Pets Delivery Expert
Start with your route, preferred dates, and your pet’s breed, age and weight. Carrier details or existing airline correspondence are useful if available. Request a route review for an individually assessed, complete pet-transport arrangement.
For brachycephalic dogs, our service is cabin-only, through commercial-flight or private-flight arrangements subject to operator and entry acceptance. We do not offer cargo for this segment, airline exemptions or an assistance-dog workaround.
Questions before you book
Can I send a large dog through United PetSafe?
Do not plan an ordinary public cargo booking through that program. The military arrangement has narrow eligibility and route conditions; otherwise assess another suitable transport option.

Should I buy two seats now for my two pets?
First obtain United’s decision for the specific itinerary. Its main allowance and seating FAQ differ, so an extra seat alone is not proof of pet acceptance.

Does airline acceptance mean my dog can enter the destination?
No. Check government permission separately. For a US arrival, use the current CDC pathway for your dog’s vaccination and travel history.

Official sources checked October 12, 2026. United’s policy and expandable FAQs were read in a normally rendered public browser after text extraction returned application shells. No update date was visible on the pet-policy or FAQ pages. The pet-fee clause was checked in the contract of carriage revised September 30, 2026. Published discrepancies are identified below; this review does not declare which conflicting airline sentence supersedes another. No booking, live quotation or individual approval was obtained. This is not a complete veterinary or entry-document checklist.
