Independent planning guidance. The airline must assess the actual booking; this page does not reserve animal capacity or confirm acceptance. Some official pages conflict, and unresolved questions are identified below.
1. Build the request
Start with the complete itinerary, operating airlines, travel date, animal’s species, breed, age and weight, and the carrier’s external dimensions and combined weight. Add the number of animals and their intended arrangement. Get a written answer tied to the booking before making non-refundable plans. A passenger ticket alone is not a completed animal-travel plan.
2. Choose the arrangement
Legally capable passengers aged 18+ get one carrier: up to two same-species animals, comfortably accommodated. Combined limits: under-seat soft carrier 8 kg, 45 × 35 × 25 cm; rigid separate-seat carrier 15 kg, 55 × 45 × 40 cm. The carrier section separately lists 45 × 35 × 22 cm for rigid carriers; confirm the intended arrangement.
Separate-seat booking requires ticket purchase through airline offices or the contact centre, plus the seat fare and pet charge. Request ordinary pet approval when booking or through support. No general pet-request cutoff is established here. Keep pets contained; no feeding onboard.
For domestic under-seat travel, the one-way itinerary fee is RUB 5,000 when arranged over 24 hours ahead, RUB 7,000 later. Confirm the exact boundary and refund terms.
Paid working-dog rules concern federal-authority canine staff. The service/guide-dog section requires booking at least 36 hours ahead. A later-booking tariff does not waive that advance-notice requirement. Animal carriage to UAE and Portugal is excluded; do not assume assistance exceptions.

3. Check shared space
Agent instructions specify at most two dogs in the passenger cabin, one animal in Business, and no dogs and cats together in the same cabin. These are cabin-level rules, not two dogs per passenger or a complete all-species flight quota. Confirm how paired carriers and guide dogs count before payment.
This agent page has undated rules that differ from the passenger page, including broader species wording and container specifications. Use it to identify questions, not to override the passenger limits. Ask for the permitted animal count, container count and species combination on every flight.
Its carrier requirements include space to stand, lie and turn, ventilation on three sides, secure construction, a waterproof base with absorbent bedding, and carrying handles. It also specifies a leash for guide dogs and prohibits feeding them during check-in and flight.

4. Reconcile the paperwork
The service FAQ accepts dogs, cats, parrots and canaries, excluding rodents. It warns that missing documents, exhausted animal capacity or aggressive behaviour can prevent travel. Payment follows approval and may be made online or at the airport.
The FAQ’s domestic and international veterinary-document lists conflict with other official airline guidance. Do not use those lists as a current certificate checklist. Confirm the airline’s required documents with support and separately verify export, transit and entry requirements with the responsible veterinary authorities.
The same FAQ describes cats and dogs in Business but also says animals and birds travel only in Economy. Obtain written cabin confirmation. Its broad UAE import statement is not used here as government law.

5. Discuss assistance needs
Ural’s dedicated guide-dog page covers passengers with visual and/or hearing impairment. It requires disability evidence and proof of the dog’s special training. Carriage is free, without a container. The dog must wear a collar and muzzle, remain secured to the seat at the passenger’s feet, and avoid fouling, hygiene risks and property damage. Contact airline support to arrange travel.
No approved training-organisation list, owner-training acceptance, dog-specific application form or numerical handler allowance is established by this page. Other task-trained assistance categories and emotional-support animals are not expressly covered; absence of a published pathway is not automatic refusal or approval. Ask support which documents and translations it accepts for your dog and route, including any additional forms and submission dates.
An overseas certificate or private registration does not itself establish airline acceptance. Obtain confirmation for each operating airline and direction, including connections; do not infer an exemption from destination controls or a general right to fly from this summary.

6. Investigate other arrangements
The separate cargo service requires advance arrangements with Ural, a shipper’s live-animal declaration/certificate, suitable containers and care instructions. Its published process also assigns responsibility for notifying the recipient of confirmed arrival details and changes.
This is not a confirmed checked-pet booking. The reviewed passenger material does not establish a checked-hold allowance per passenger, per container or per flight. Ask whether the exact journey can be accepted as manifest cargo, what species may share, container limits, handover and collection locations, charges, documents and deadlines. Do not infer cargo availability from a passenger ticket or cabin refusal.

7. Prepare for departure
Pet-in-cabin and booked cabin-baggage-seat services are excluded from online check-in. Ural recommends airport arrival 90 minutes before domestic departure and three hours before international departure; most check-in closes 40 minutes before departure, with airport exceptions. Verify your departure airport’s specific cutoff and allow additional time for animal formalities.
Keep the passenger ticket, animal acceptance, payment receipt, carrier measurements and original travel documents together. Before travel day, agree where any required inspection will occur, who will handle the animal during transfers, and what to do if the aircraft or flight changes.

8. Check the border separately
Build a separate entry and transit checklist with the relevant government authorities and your veterinarian. Ask about identification, vaccinations, testing, certificates, permits, inspection points and quarantine for the animal’s origin and travel history. Airline acceptance and government entry clearance answer different questions. This guide does not establish any country’s import eligibility or quarantine exemption.
9. Keep one journey record
Record every unresolved question alongside the person or authority who must answer it. Recheck after a route, date or aircraft change. Pets Delivery Expert can help coordinate a route-specific plan and its handovers.
