on Volaris.
Confirm the travel format, operating flights and animal eligibility before committing to a ticket or carrier.

An independent Pets Delivery Expert planning guide for ordinary dogs and cats, with a separate section for genuine disability-trained service dogs. This is not airline support, airline endorsement or a booking confirmation. Government and operating-carrier requirements remain separate.
1. Choose cabin or checked baggage
Ordinary pets: dogs and cats only, one animal per container. Cabin carriers: 44 × 30 × 19 cm; the published combined limit is 12 kg, although that sentence says “dog” after introducing dogs and cats. Confirm cat application. Checked pet plus rigid carrier: 45 kg; maximum carrier height 90 cm, with animal-based length/width rules.
The minimum-age table says 8 weeks for listed non-U.S. destinations and 6 months for the U.S. Frontier-operated flights, including connections, exclude these pet services.
2. A waiver does not override a breed exclusion
Volaris describes waivers for listed brachycephalic and small breeds, but separately prohibits its dangerous/aggressive-breed list in both formats. Some breeds overlap: obtain an individual decision.
3. Reserve the pet and prepare check-in
Arrive at least two hours before domestic flights, three before international flights. Check required vaccination, parasite-treatment, health-certificate and travel-form documents for your route. Sick, pregnant, violent or recently operated pets face exclusions.
4. Use a route-specific price
The linked fee schedule separates domestic Mexico from international route groups, seasons and purchase channels. It presents “up to” prices, not a guaranteed quote. For domestic Mexico it lists checked pets up to MXN 1,750 and cabin pets up to MXN 1,650 in low season / MXN 1,900 in high season. The international groups shown list checked pets up to US$190 and cabin pets up to US$192.
Confirm the applicable route group, taxes, currency, direction and final checkout price. Budget veterinary appointments, compliant equipment and any destination charges separately. Do not infer acceptance from the ability to select or pay for a service.
5. Service dogs: apply the route-specific rules
Volaris provides disability-related service-dog travel without an extra transport charge. Notify it at booking and again at the airport. Its general proof-of-service requirement expressly excludes flights to and from the U.S.; do not impose that certificate requirement on U.S. routes.
The page lists vaccination, parasite-treatment, veterinary and route-specific government documents. For departures from the U.S., it substitutes the DOT transport form for Volaris’s pet form. Dogs must be controlled with a collar/leash or harness and cannot sit at emergency exits.
Its older U.S.–Mexico “no health certificate” note is followed by a newer August 2026 screwworm-certificate requirement. These are not permission to ignore the newer disease-control document. It also describes a documented Mexican-dog exception; confirm that exception with the relevant authority before relying on it.
The service page requests a brachycephalic waiver. For U.S.-covered service-dog travel, DOT permits the standard DOT forms and documents needed to meet government animal-transport requirements, rather than additional airline documentation. Ask Volaris’s accessibility team to reconcile any extra waiver request; ordinary-pet breed lists do not establish a blanket service-dog exclusion.
For U.S.-covered flights booked less than 48 hours before departure, DOT rules allow required forms at the departure gate. Ask the accessibility team to arrange the process promptly.

6. Emotional support is a separate, limited service
Volaris’s emotional-support program covers specified routes within and between Mexico, Central America and South America; its eligible-route list does not include the U.S. Do not use U.S. document references lower on that page as proof that the program is offered there.
For eligible routes, it describes dogs/cats with documentation from a licensed mental-health professional issued within one year, showing the traveler’s care and need for the animal. Published limits include 25 cm animal height and 12 kg including the carrier. Capacity and animal-health documents still matter.
A letter does not turn an emotional-support animal into a trained service dog. Confirm the exact service classification before paying.

7. Government admission is separate
For U.S. entry, CDC bases the pathway on the dog’s six-month travel history and vaccination history. Use its current navigator, including for a returning dog. A lower-risk connection does not erase earlier high-risk-country travel.
APHIS’s U.S.-to-Mexico pathway for dogs originating in and proceeding from the U.S. requires a USDA-accredited veterinarian’s New World Screwworm inspection certificate issued within five days, effective August 3, 2026. That source does not establish every origin/transit exception. Verify other cases with SENASICA.
For the Mexico-to-U.S. direction, APHIS requires screwworm-freedom certification and explains which authorized Mexican veterinarians can issue it. Other affected-country departures also have certification rules. Do not reuse an outbound document automatically for the return.

Before buying a carrier or ticket
- Send the airline the actual breed, age, pet measurements and carrier measurements.
- Get a decision for cabin versus checked transport on every operating flight.
- Resolve any breed-list overlap and route-specific paperwork before paying.
- Build document appointments backward from departure and repeat the exercise for the return.
- Ask what changes, refunds or alternatives apply if airport inspection, a schedule change or a route restriction prevents travel.
The checked-pet option here is accompanied passenger baggage. It should not be advertised as verified independent freight transport.
