Bringing dogs and cats to Indonesia: documents, quarantine and Bali

Start by checking your pet’s country of origin and residence history, the entry point and the final province. Then agree the permits, veterinary preparation and quarantine arrangements. This guide does not establish a single quarantine period for all dogs and cats arriving in Jakarta: do not plan on release after 0, 7 or 14 days without confirmation.

If your final destination is Bali, read its separate section below first. Bringing a dog or cat onto the island for an ordinary relocation is prohibited. Release from quarantine in Jakarta does not, by itself, remove that restriction.

Where to start

This guide helps you prepare to bring your own dog or cat from abroad. It does not confirm acceptance of a particular pet, flight or onward journey to another island.

Before buying a ticket, gather four details: origin country and residence history; species and age; proposed entry point; final province. Provide them to the competent authority and the carrier. Barantin’s explanation dated March 11, 2026 states that the pet must not come from a country with a current rabies outbreak. Do not equate every reported case with an outbreak or determine eligibility solely from the last departure airport. Confirm the conditions applicable to your situation. [S1]

Permits and documents: preparing in order

  1. Obtain the applicable import conditions. Clarify the required permit or recommendation and Health Requirements for the departure country, species and chosen entry point. Age, identification, vaccination timing and additional tests depend on those conditions. Barantin’s general page does not establish that every private owner must hold a commercial trading licence. [S2]
  2. Plan the timetable with your veterinarian. Prepare the departure country’s official veterinary certificate, vaccination and protective antibody titre records, and any additional documents required by the issued conditions. Do not apply another country’s example timetable to your journey. [S2]
  3. Arrange the advance procedures. Before departure, confirm the arrangements for submitting documents through SSMQC and providing prior notice. Clarify who is responsible for submitting them and which documents must accompany your pet. [S2]
  4. Confirm transport separately. An import permit does not reserve space on an aircraft. Agree the breed or mix, pet carrier, transport service and each leg with the operating carrier.
  5. Present your pet to the quarantine inspector on arrival. The quarantine veterinarian issues release after the required measures have been completed and the pet has been found healthy. [S2]

How the departure country changes the requirements

The examples below are separate departure-country conditions, not interchangeable ways to complete the paperwork. Check them against your permit and applicable Health Requirements.

departing from the United States

The APHIS form for dogs and cats provides for an inactivated rabies vaccine, an antibody titre of at least 0.5 IU/ml, residence in the United States for at least six months and an examination within five days before departure. It also requires a declaration of no rabies in the area of residence during the preceding six months. This is not a declaration that the entire United States is free of rabies. [S5]

The form’s minimum age of three months must not be read separately from its six-month U.S. residence requirement. Identification provides for a microchip number or the pet’s name; this does not universally establish that a chip is unnecessary, nor justify declaring an ISO chip before vaccination mandatory for every import into Indonesia. [S5]

A separate APHIS page dated September 22, 2026 specifies a SARS-CoV-2 PCR test for cats and certain other species; dogs are excluded from that requirement. Do not assume that a 14-day testing window applies. Agree applicability and timing with the certifying veterinarian. This information is specific to departure from the United States. [S6]

departing from Australia

Australia’s MICoR specifies a permit, vaccination and an antibody titre of at least 0.5 IU/ml. The page’s substantive review is dated March 1, 2022: check it against the import conditions actually issued. Departure from a rabies-free country should not be treated as an automatic exemption from these procedures. [S7]

departing from the United Kingdom

The instructions for certificate 3905, dated December 1, 2023, provide for a minimum age of four months, residence in the country for at least six months or since birth, and rabies vaccination at least one month before departure. These are conditions of this export certification pathway; they do not establish identical ages and timelines for every country. [S8]

another country or another species

If your country is not among the examples, that means neither a ban nor an exemption from paperwork. Obtain the corresponding conditions. Other species need a separate check; SATS-LN and CITES documents may apply to protected wild species. Before departure, confirm which certificate is required and whether import is permitted. [S2]

Arrival and quarantine

Soekarno-Hatta Airport appears in the official list of entry points under 4719/2025. An airport’s inclusion does not confirm acceptance of every species from every country. [S3]

Barantin confirms the presence of a quarantine station, observation and isolation facilities at Soekarno-Hatta in its July 17, 2026 report. A single current period of quarantine at a facility in Jakarta has not been established for all journeys covered here. A period stated for Surabaya cannot be applied to Jakarta. [S4]

Before booking, ask for agreement on the quarantine location and expected duration, examinations, care, release conditions and the person responsible for collection. Request an itemised estimate: transport, agent services, examinations, accommodation, documents and onward delivery are separate items where they form part of your plan.

government tariffs are not the total journey cost

PMK 27/2024 sets maximum tariffs: dog or cat examination, IDR 20,000 per pet; observation, IDR 100 per pet per day; a cage, IDR 10,000 per cage per day; a quarantine document, IDR 5,000 per certificate. Article 1(5) defines these as upper tariffs. They are not a mandatory fixed bill, confirmation of the number of days or an all-inclusive transport price. The instrument’s status was checked as in force. [S9]

Bali: separate restrictions

Pergub 88/2008, which remains in force, closes entry and exit for dogs, cats and monkeys—the HPR categories specified in the instrument. It is not a prohibition covering every pet regardless of species. [S10]

Article 3 of Pergub 19/2010 classifies import for personal pet keeping as “commercial” and prohibits such entry from outside Bali. Neither keeping the pet without a sale nor entering Indonesia through another island removes this restriction by itself. The restriction is not limited to direct international flights to Bali. [S11]

which exceptions are provided for

Article 4 provides for narrow purposes: religious ceremonies, state security, science and species conservation. These require an application to the governor and technical approval. An ordinary relocation with a pet should not be treated as such an exception; these provisions do not establish an automatic service-dog exception. Applicability must be confirmed for the individual case. [S11]

Pet transport services to Bali: what to check

Some services advertise the sequence “arrival in Jakarta → quarantine → an onward domestic land-and-sea leg to Bali”. This describes a marketed service, not evidence of permission to enter the island. Companies’ public statements do not establish the documents or legality of a particular shipment; we are not asserting that those companies break the law.

Before paying, request a written, verifiable basis for entry specifically into Bali, applicable to your pet and the purpose of the journey. A general certificate, release in Jakarta, reviews or a promise to “arrange everything” do not, by themselves, explain why an exception applies. If no basis is provided, do not consider the issue resolved.

Entry controls are real: police reported that seven cats without quarantine documents were detained at Gilimanuk on May 22, 2026 and handed to the relevant service. This incident does not determine the outcome of other shipments. [S13]

Flights and pet handover

Agree cabin transport, accompanied checked baggage in the hold or separate cargo as different services. For a brachycephalic pet, including a French Bulldog, import documents do not confirm airline acceptance.

Use our pet confirmation checklist for each flight leg to record the request, response, payment, pet carrier details and itinerary changes separately. For a journey assessment, prepare the origin country and residence history, final province, species, breed, age, weight, pet and carrier dimensions, dates and available documents. Pets Delivery Expert can help work through the itinerary and unresolved questions; this is not a promise of entry permission or a way around Bali’s restrictions.
