New Zealand: check the identification timeline for a 2027 pet move
An October milestone in MPI’s import transition makes advance planning important for pets traveling in 2027.

What has changed
New Zealand’s Ministry for Primary Industries (MPI) flags October 1, 2026 as a planning milestone for pre-export identification ahead of the mandatory switch to its 2026 import process on April 1, 2027. October 1 is not a universal new entry deadline; the identification procedure depends on the pet’s pathway.
The revised standard took effect on July 1, 2026, with a nine-month transition during which either the 2021 or 2026 requirements can be used. Confirm the correct pathway with the exporting authority before preparing documents.
Why the timing matters
The final standard’s section 1.11 distinguishes the country categories. Category 2 normally requires an official identification check at least six months before shipment, with a different sequence for pets younger than six months. Category 3 uses one or two official checks depending on the timing of rabies antibody testing. Category 1 has a separate identification process.
New Zealand-origin pets can be exempt from these pre-export checks when accompanied by their original New Zealand export certificate or AWEC. The six-month instruction must therefore not be applied to every pet without checking its category and records.
Have the exporting authority confirm the applicable MPI checklist, identification procedure and sequence. An ordinary microchip scan during a routine appointment should not be assumed to satisfy an official identification check.
U.S. departures: APHIS guidance updated October 5
For U.S. dogs and cats arriving from April 1, 2027, APHIS specifies two identity checks by different USDA-accredited veterinarians at different clinics, at least six months before export. The final USDA identity declaration must be endorsed within two months of the second scan.
For an April 1 arrival, APHIS gives October 1, 2026 as the latest second-scan date. Starting now does not establish eligibility for April 1. Confirm the applicable pathway, including any New Zealand-origin exception, before fixing the departure date.
