Before you apply
The Philippine Bureau of Animal Industry (BAI) says that SPSIC import-clearance applications must meet antibody-titer requirements from January 1, 2027. Its current dog-and-cat import FAQ states that a titer test is not presently required. The announced date applies to the import-clearance application.
BAI gives no publication date; we checked October 12, 2026.

Confirm the test instructions first
The FAQ does not yet explain the required test method, accepted laboratories, result threshold or waiting period. Owners planning a 2027 move should confirm the applicable instructions with BAI and their exporting veterinary authority before arranging testing or fixing their travel timetable.
Allow time for the permit and travel plan
BAI also lists an 11-working-day process for SPSIC applications. Build the permit application, veterinary appointments and flight acceptance into one plan, and keep the approved permit with the travel documents. Recheck the official guidance when preparing the application, particularly for journeys planned around the change.
