October certificate update
APHIS’s United States-to-Kuwait pet-travel page, updated 6 October 2026, links an October health certificate for dogs, cats and ferrets. The current certificate requires rabies antibody testing 3–12 months before entry. Check this window before booking. The page update does not establish when the testing requirement first took effect.
Resolve the endorsement instructions
The same APHIS page gives conflicting endorsement instructions: its opening note exempts pet dogs and cats, while the species section requires APHIS endorsement. Ask your USDA-accredited veterinarian to resolve this with APHIS and Kuwait’s competent authority before completing the documents. Use the current linked certificate and confirm the remaining entry requirements and airline acceptance for the particular journey.
