Planning pet travel
with Azerbaijan Airlines.

Resolve the animal’s journey before committing to yours.

Official pet information and the linked declaration checked October 16, 2026. Current assistance-dog procedures could not be verified; this guide does not establish assistance eligibility.

1. Build the journey file

Before committing to an inflexible ticket, prepare every flight and operating carrier, travel dates, animal count, species, breed, age, weight, loaded-carrier weight and external dimensions. Request written acceptance for each sector and retain the reply with your reservation. A passenger ticket alone does not settle the animal booking.

List connections and both travel directions. Ask how an aircraft or schedule change affects the approved transport arrangement and whether the animal must be collected and checked again during a transfer.

2. Check the transport format

Notify AZAL when booking, buying the ticket or through its Call Center at least 24 hours before departure; animal acceptance requires an approved SSR in the booking. Cabin: cats, dogs or ornamental birds, 8 kg including carrier, 40×30×20 cm (90 cm total). The two-animal sharing wording says “same yield”; obtain clarification before pairing animals. Hold: 75 kg loaded maximum; heavier consignments use cargo. Large, aggressive dogs and dogs weighing 32–75 kg with their container need special construction. Ask for the complete crate specification. Flight and passenger quotas, hold sharing and mixed-species arrangements were not established.

Pet policy.

3. Ask the counting questions

Ask separately about cabin capacity per flight, cabin carriers per passenger, animals per cabin carrier, hold capacity per flight, hold containers per passenger and animals per hold container. Record both the published rule and the space available on your actual flights. A sharing allowance does not answer the other five questions.

Specify whether the proposed pairing is two cats, two dogs, birds, or different species. Request explicit approval of the precise pairing, including any compatibility, age, size or separation conditions. Do not translate an ambiguous category into permission to mix species.

4. Prepare before airport day

Send photographs and external measurements of the proposed carrier before buying it. Ask AZAL for the exact construction, ventilation, bedding, water, door-locking, handle and wheel requirements for your animal and weight bracket. Confirm the check-in location, reporting time, inspection process and handover arrangements.

Build a separate veterinary timetable with your veterinarian and the responsible authorities. Ask the airline which health and identity records it needs, their validity periods, whether originals or translations are required, and when they must be submitted. Keep the approved booking and document checklist accessible at the airport.

5. Review the declaration

The linked declaration concerns animals checked as baggage. It addresses fitness, aggressive behavior, container compliance, government quarantine rules, transport risks, veterinary costs and liability. It recommends against lodging short-headed or breathing-vulnerable animals when temperatures may exceed 20°C anywhere on the journey. This is a recommendation in the form, not a universal breed ban. The form has owner and check-in-agent signature/name fields, flight/date/ticket/reservation details and a baggage-tag reference. Its footer identifies three copies: airline original, owner copy and service-agent copy. No submission deadline is printed. Read the complete document before signing; ask AZAL when and how to provide it.

6. Obtain a complete quote

Ask AZAL to quote the full route in the currency you will pay: cabin or hold, loaded weight, crate dimensions, each connecting sector, handling, taxes and any cargo-agent charges. Request payment instructions and cancellation/change conditions in writing. Keep freight arrangements separate from accompanied checked baggage.

Use the existing airline directory for the dated fee example and the official policy link above for the current table. A published example is not an itinerary-specific quotation.

7. Resolve assistance-dog eligibility

We could not verify a current official AZAL assistance-dog procedure. Do not treat the ordinary pet rules as either proof of assistance acceptance or proof that a trained assistance dog must travel as a pet. No acceptance promise is made here for guide, hearing, psychiatric or other service dogs, dogs in training, or emotional-support animals.

Before ticketing, ask AZAL to identify the applicable procedure for every operating carrier and route, including any U.S. sector. Explain the trained assistance and ask whether organization-trained and independently or owner-trained dogs are accepted, which evidence is required, and whether a particular organization or credential is necessary. An online registration, vest or another airline’s approval does not establish this booking.

Request the exact forms, submission channel and deadline; limits per handler and flight; floor-space and seating arrangements; behavior expectations; leash, harness and muzzle conditions; and any charge or exemption. Ask separately about emotional-support animals. Obtain a written answer rather than applying old third-party summaries.

For broader preparation, see the existing service-dog reference. This guide does not resolve conflicts between a historical policy and route-specific legal duties.

8. Separate border permission

An airline reservation does not determine entry, exit, transit or quarantine permission. Use the destination guides to identify the competent authorities, then check the animal’s origin, travel history, species, purpose, ports and both directions of travel. Record permit, veterinary and arrival arrangements separately from airline approval.

No country-specific government checklist or quarantine exemption has been established in this guide, including for assistance dogs.
