Domestic cabin travel and other products
Philippine Airlines offers FurPAL cabin travel for small dogs and cats on its domestic network. The pet and carrier together must weigh no more than 10 kg. This domestic service does not establish ordinary-pet cabin access on international flights. For international travel, ask PAL to confirm the appropriate checked-baggage or cargo option before buying your ticket; trained service dogs have a separate policy. Choose the right service
- FurPAL: one dog or cat in one carrier per adult passenger, on eligible PAL domestic flights. Book and pay at least 48 hours before departure. Published price starts at PHP 2,500 each way. FurPAL product page, terms and FAQ
- Checked baggage: PAL's general pet policy describes acceptance of dogs and cats up to 32 kg including the kennel, subject to aircraft, breed and destination approval. Contact PAL before reserving, and at least 48 hours before departure. Travelling with pets
- Cargo: separately arranged live-animal transport, including enquiries for pets exceeding the checked-baggage weight limit. Cargo acceptance, charges and handover arrangements need their own confirmation. Travelling with pets · PAL Cargo and live-animal FAQ
- Service dogs: task-trained dogs accompanying a passenger with a disability, under separate documentation and space rules. Service-dog policy
There is an important discrepancy in PAL's published wording: FurPAL terms direct larger or otherwise ineligible animals to cargo, while its general policy continues to describe checked-pet acceptance. Ask PAL which product it will actually confirm for your flight. A cabin refusal is not a guaranteed same-day alternative in the hold. FurPAL product page, terms and FAQ · Travelling with pets
FurPAL eligibility and carrier
Dogs and cats must be healthy, fully weaned and at least 12 weeks old. The accompanying passenger must be 18 or older. The published airline age threshold does not replace vaccination or government-permit requirements. FurPAL product page, terms and FAQ
The carrier must be soft-sided, fully enclosed and no larger than PAL's stated dimensions of 45 cm long × 25 cm deep × 28 cm high. It needs a leak-proof solid base, absorbent pads, at least two ventilation panels and a secure fastening. It must be clean and undamaged. The animal must be able to stand, turn and lie comfortably without touching or protruding through the sides. Meeting the 10 kg combined limit alone is insufficient. FurPAL product page, terms and FAQ
One carrier holds one animal, including puppies or kittens. Each passenger may bring one pet dog, one pet cat or one service dog under the domestic terms, rather than combining these allowances. Brachycephalic dogs may use FurPAL if all cabin requirements are met; this does not remove PAL's checked-baggage and cargo restrictions for these dogs. FurPAL product page, terms and FAQ · Travelling with pets · PAL Cargo and live-animal FAQ
The carrier goes under the seat ahead throughout the flight. A separate passenger seat cannot be purchased for the pet. The animal and carrier are separate from the ordinary cabin-baggage allowance. A pet stroller must be checked and is accepted free, outside the standard baggage allowance. FurPAL product page, terms and FAQ
Flight capacity and seating
The FAQ permits a maximum of three pets in total per flight on the A320, A321ceo, A330 Bi-Class, Boeing 777 and Airbus A350, and two on the Q400. These are FurPAL cabin-pet capacities per flight; they do not establish a checked-hold or cargo quota. The terms exclude service dogs from the pet quota, subject to separate acceptance and space. FurPAL product page, terms and FAQ
The approved-aircraft FAQ lists Q400, A320 86xx/83xx series, A321ceo, A330 Bi-Class, B777 and A350-900/-1000. Availability on the domestic network is therefore still dependent on the operating aircraft and remaining pet places. PAL assigns designated window seats at check-in; forward and exit-row seats are unavailable for FurPAL. The FAQ describes Economy and Comfort access. Confirm the exact flight and cabin instead of choosing a seat from an old seat chart. FurPAL product page, terms and FAQ
Reserve and pay
FurPAL may be booked through PAL ticket offices, the contact center, online booking, the mobile app or Manage My Booking. Online, PAL directs passengers to add FurPAL on the Travel Boost page. Booking and payment must both be complete at least 48 hours before departure, subject to availability. It is an immediate-purchase service, with an Electronic Miscellaneous Document issued after payment. FurPAL product page, terms and FAQ
PAL advertises PHP 2,500 each way and describes the headline price as “as low as” that amount. Check your payable total. The FurPAL EMD can be rebooked without a fee when a pet place is available. It is non-transferable, non-endorsable and normally non-refundable, with an exception stated for irregular operations attributable to PAL. Your passenger ticket keeps its own fare conditions. FurPAL documents and airport preparation
Bring all four documents to the staffed check-in counter. Current terms say advance document submission is no longer required. FurPAL product page, terms and FAQ
- Completed and signed FurPAL Declaration, Release and Waiver.
- A licensed veterinarian's health certificate issued within five days of the actual departure date. The currently linked waiver also requires it to state that the animal is tick-free. FurPAL product page, terms and FAQ · Currently linked FurPAL declaration and waiver
- An up-to-date anti-rabies vaccination certificate: vaccination must have been administered within the preceding 12 months and remain valid on the travel date. FurPAL product page, terms and FAQ
- A BAI shipping permit issued for the departure location. PAL links to the BAI portal. FurPAL product page, terms and FAQ
For the return journey, PAL asks for a fresh set of the waiver, health certificate and shipping permit from the return departure location. Ask your veterinarian and BAI about the animal's eligibility early, especially for young pets. FurPAL product page, terms and FAQ
Bring absorbent pads or suitable sanitary supplies, waste bags and an empty water bottle. Dogs need diapers from check-in through deplaning and an on-hand muzzle; cats need an absorbent-lined carrier. PAL states that the bottle may be filled only inside the cabin. Feeding the pet in the cabin is not permitted; water is allowed. FurPAL product page, terms and FAQ
Use the check-in counter rather than a self-service kiosk. Staff inspect the pet, carrier, paperwork and care supplies and attach a cabin tag after approval. Unreserved go-show pets are not accepted. PAL does not publish a separate FurPAL airport-arrival interval in the reviewed terms, so confirm your counter deadline and leave time for inspection. FurPAL product page, terms and FAQ
Keep the carrier closed in the terminal and cabin. Remove the animal only when airline personnel or competent security/government authorities instruct you. FurPAL passengers board after Business and Comfort passengers and are asked to leave the aircraft last. A sick, distressed, disruptive or non-compliant animal may be refused or offloaded even with a health certificate. FurPAL product page, terms and FAQ
Checked pets
PAL's general policy requires a secure, hard-sided, leak-proof container and a combined pet-and-kennel weight of no more than 32 kg. The accompanying passenger must be at least 12. Acceptance depends on the cargo compartment; aircraft changes can affect it. Confirm the kennel dimensions and flight acceptance before purchase because no universal checked-kennel size or flightwide checked-pet quota was established in the reviewed pages. Travelling with pets · Checked-in pet requirements
PAL's restricted-dog list applies to domestic and international checked transport and includes crossbreeds. It is broader than familiar flat-faced examples: it also names breeds such as Maltese, Papillon, Rottweiler and specific terriers. Read the complete current list with PAL and provide the actual breed or crossbreed. Cabin FurPAL eligibility must not be used to infer hold acceptance. Travelling with pets
For domestic checked pets, PAL's document page lists a veterinary health certificate, rabies record and online local shipping permit, with an age minimum of 3½ months. It specifies rabies vaccination no earlier than 91 days after birth and a 14-day wait after the first dose. These are checked-product instructions, distinct from FurPAL's airline age threshold. Checked-in pet requirements
For arrival in the Philippines, PAL lists an SPS import clearance and original international veterinary health certificate, plus an airway bill for cargo arrivals and additional identification/authorization paperwork when a representative acts for the importer. For departures from the Philippines, it lists an age minimum of four months and destination-dependent veterinary and vaccination requirements. Confirm the current government checklist for the actual journey. Checked-in pet requirements
PAL recommends presenting the pet and documents to the BAI office for inspection one to two hours before check-in time. That is not a statement that arriving one hour before departure is sufficient. Ask the station where to hand over and collect the animal; the reviewed policy does not establish one universal arrival-collection procedure. Checked-in pet requirements
Checked and cargo costs
Checked pets are charged outside the free baggage allowance even if you have no other baggage. Fees depend on destination, total weight and, where applicable, container dimensions. Checked-in pet fees
The domestic checked-fee page lists VAT-inclusive charges of PHP 1,000 through 5 kg; PHP 2,000 for 5.1–10 kg; PHP 3,000 for 10.1–15 kg; PHP 4,000 for 15.1–20 kg; and PHP 6,000 for 20.1–30 kg. It also shows heavier bands through 50 kg, which conflict with the main policy's 32 kg acceptance ceiling. Do not treat those heavier fee bands as permission to check a heavier animal. Confirm any weight above 30 kg and the final quote directly. Travelling with pets · Checked-in pet fees
International tables use different currencies and charge structures. For example, the Canada table lists USD 250 from the Philippines to Vancouver/Toronto and CAD 250 in the reverse direction, alongside size-related multipliers. These are published excess-baggage figures, not an all-inclusive guaranteed pet quote. Oversize and other applicable charges may accumulate. Cargo requires a separate quote; checked/cargo-specific refund terms were not established. Checked-in pet fees · PAL Cargo and live-animal FAQ
Cargo and international cautions
PAL Cargo says to email cargo_reservations@pal.com.ph at least 24 hours before a live-animal flight to check aircraft ventilation. Its FAQ gives cargo acceptance cutoffs of five hours for domestic/Asia including Middle East flights and seven hours for US/Canada/Australia flights. Obtain the origin station's instructions; these cargo times do not replace FurPAL's 48-hour purchase deadline or passenger check-in rules. PAL Cargo and live-animal FAQ
Cargo also publishes an embargo on brachycephalic dog breeds. Its US section retains a high-risk-country dog suspension statement, while other PAL pages contain expired 2024/2025 US import provisions. Those inconsistencies prevent this guide from promising US dog acceptance or reproducing the old permit process as current. Confirm airline acceptance and current official destination requirements before committing to a US journey. Travelling with pets · Checked-in pet fees · Service-dog policy · PAL Cargo and live-animal FAQ
Service dogs
PAL accepts trained dogs assisting passengers with disabilities under a separate service-animal policy. Its published allowance is up to two service dogs free of charge for flights to the United States and one for other international and domestic flights. The domestic FurPAL pet quota does not include accepted service dogs. The service policy excludes psychiatric service dogs on non-US international and domestic flights and does not treat emotional-support status as service-dog qualification. Confirm the applicable category directly. FurPAL product page, terms and FAQ · Service-dog policy
For non-US international and domestic service-dog travel, PAL lists its Air Transportation Form and, for flights of eight hours or more, a Relief Attestation Form; it asks for 48 hours' notice through reservations, ticket offices or the PAL Help Page. Forms must be completed on or after ticket purchase and submitted no later than 48 hours before departure. US service-dog arrangements have a separate DOT-form process and late-booking handling. Because the US section mixes those airline steps with obsolete import material, request a current route-specific checklist rather than using its historic CDC-permit instructions. Service-dog policy
Confirm before paying
Provide PAL with the operating flight, date, species, breed, age, animal weight, carrier weight and external dimensions. Ask for the accepted product, pet-space confirmation, total fee, current documents, airport handover/check-in instructions. Airline acceptance and government entry permission are separate checks.
