Ordinary accompanied dogs and cats, with origin-specific examples. Unaccompanied cargo and commercial consignments need a separate assessment. Source limitations and unresolved branches are explained below.
Match your pet’s age, origin and paperwork before choosing the flight. South Korea’s document checks and the airline’s acceptance are separate parts of the journey.
Start with your pet’s own pathway
A well-prepared arrival begins with three separate checks: your pet’s Korean entry documents, the exporting country’s certification process, and the airline’s written acceptance. This guide covers ordinary accompanied dog and cat pet moves to South Korea, with export-country examples for the United States, Canada, Great Britain and Australia. Owners departing elsewhere must confirm their own country’s pathway. Other species, unaccompanied or commercial consignments and returning pets need case-specific confirmation.
Before booking, write down the species, breed or cross, date of birth, microchip number, countries of residence, export country, travel date, number of animals and whether ownership will change. Flag any recent move between countries, unusual breed or wild ancestry for individual confirmation. The reviewed sources do not establish a universal breed-clearance rule.
For a routine pet move, use the veterinary pathway below. A sale, adoption transfer, breeding shipment or other commercial movement needs an additional importer/customs check; this guide does not establish the business permissions for those movements.

Arrange an ISO 11784/11785 microchip and have it scanned before preparing documents. Record the same number throughout the file. The identification requirement applies to both species; the young-animal rabies-test exception is not a microchip exception.
If your pet already has a non-ISO chip, resolve readability with APQA before travel. Older Korean embassy guidance from December 2017 tells owners to bring a compatible reader; reconfirm this arrangement with APQA. Do not assume that writing down a chip number establishes that arrival staff can read it.

For a dog or cat aged 90 days or more that does not qualify for a confirmed exemption, plan for a rabies-neutralizing antibody result of at least 0.5 IU/ml from an internationally approved laboratory or the exporting country’s competent authority. The published Korean embassy guidance places the test within 24 months before boarding. CFIA repeats that boarding-based window. Have the veterinarian check the sample date, result and laboratory details against the actual departure date.
- Under 90 days: the antibody test is exempt. The US export instructions also exempt rabies vaccination for this age group. Confirm age at entry with the certifying authority, especially if a birthday or delay changes the branch.
- From a Korean-designated rabies-free area: the embassy describes a test exemption. Do not infer eligibility from another country’s list or from the airport of departure alone.
We could not retrieve APQA’s current area list during this check, so no country list is reproduced here. Have APQA confirm designation and any residence conditions before relying on this exemption.
US-origin pets outside the age exemption need current rabies vaccination before arrival. Do not replace this with an assumed universal 21-day, 30-day or 90-day waiting rule: the reviewed Korean entry sources do not establish one for every origin. Allow time for veterinary preparation and laboratory turnaround.

Australia has a separate cat-specific certification branch. DAFF’s published Micor entry distinguishes where the cat spent the 60 days before export:
- NSW, Queensland or ACT: negative Hendra and Nipah testing within 14 days before export, plus certification of 60 days on disease-free premises.
- Northern Territory, Western Australia, South Australia, Tasmania or Victoria: the state disease-history statement and 60-day premises statement described by DAFF.
Mixed-state residence needs individual clarification. The entry was last reviewed in May 2021; recheck the certification wording with DAFF before making appointments. Its additional-document rule warns of 21 extra quarantine days if certification is absent.
Dogs and cats from Malaysia also need additional Hendra/Nipah certification under Korean embassy guidance. Have the exporting government and APQA settle the applicable disease-history or testing-and-residence wording before departure. This requirement must not be reduced to a generic rabies certificate.

For the export-country pathways described below, prepare the required government-certified document pack. Ask APQA whether any returning-pet or other document exception applies to your case. Incheon’s arrival guidance lists a certificate issued at departure from Korea as an alternative for relevant returning animals. Do not assume a vaccination booklet or private veterinary letter is an accepted substitute. Korean law provides for the quarantine application and exporting-government certificate, including the prescribed identification and rabies information for dogs and cats.
Ask your veterinarian to check the animal’s description, birth date, chip, rabies record, test sample date/result/laboratory, clinical examination, government certification and any special-origin statements. Keep the original travel documents available during the journey and carry copies separately.
The US certificate also records consignor, consignee, shipment details and animal identity. Its health statements cover the examination and rabies exposure history. Establish who will receive the pet in Korea and give the certifier accurate destination information.

- United States: work with a USDA-accredited veterinarian and obtain APHIS endorsement within 30 days of export. The linked certificate states validity for 30 days after issuance. Check both dates; the endorsement date should not be treated as restarting an expired certificate.
- Great Britain: apply for EHC 3908 online and arrange the Official Veterinarian. Northern Ireland uses DAERA’s application process. Use the current form from the government page.
- Canada: use CFIA’s Korea certificate. It has separate licensed-veterinarian and CFIA official-veterinarian certification fields, including an official export stamp. Arrange the endorsement step in advance.
- Australia: use DAFF’s species-specific Micor instructions and official export process, including the extra cat branch where relevant.
- Elsewhere: obtain your exporting veterinary authority’s Korean certificate instructions. A US or British timing rule is not automatically your country’s rule.
Multiple pets: resolve the notification threshold first
Published official sources disagree. The Korean embassy’s December 11, 2023 guidance requires advance notification and quarantine-facility approval for ten or more dogs/cats. The UK’s currently linked EHC guidance, revised October 30, 2023 but describing requirements known in September 2014, says four or more.
If several animals are traveling, ask APQA and the exporting authority which threshold and form apply to that shipment before booking. In particular, do not use the ten-animal statement to assume that a UK shipment of four to nine needs no advance action. A notification threshold also does not establish commercial-import eligibility.
We have not verified a universal advance permit, a filing deadline, or a current downloadable notification form for every dog/cat movement. Obtain case-specific instructions if any of those apply.

Government documents do not reserve a pet space or establish airline acceptance. Obtain confirmation for the actual operating flight, transport mode, animal count, breed, age, carrier and dimensions. Check the airline’s document deadlines separately, including whether it asks for a more recent health examination.
Unaccompanied cargo needs a separate importer, handler and collection check; this accompanied-pet guide does not establish that workflow.

At Incheon, declare the animal on the customs declaration and present the certificate or other document accepted for your confirmed pathway to animal quarantine before passing customs. Follow staff directions for presenting the pet and scanning its identification.
Incheon warns that arrival without the required certificate can lead to return; a noncompliant certificate can lead to detention. Do not plan to replace missing government papers after landing.
Older Korean embassy guidance from December 2017 describes same-day release after satisfactory documents and clinical examination, with extended quarantine when requirements are not met. Reconfirm the current process with your arrival office. This is conditional release, not a promised collection time. Keep your onward ground journey flexible.

Prepare separate allowances for veterinary visits, chip and laboratory work, government certification, airline carriage, any cargo handling, and ground collection. Request written quotes for the services your route actually needs.
No current, comprehensive Korean import inspection or detention fee schedule was verified for this guide. Ask the arrival office and handler what is payable, to whom and by which method. Do not treat an airline’s pet charge as the full arrival cost.
Where a required chip or antibody test is missing, US guidance warns of quarantine and owner-paid procedures or laboratory work. Treat this as a consequence of incomplete preparation, not a planned shortcut. Confirm release and any charges before scheduling collection.
Sources: USDA APHIS: United States to KoreaArrange the handover and first days
Before departure, give the receiving person the flight or cargo details, verified collection location, document plan and contact number. Ask the airline/handler which identification or authorization they need if someone else collects the animal. Keep a secure carrier ready and obtain the release documents before leaving.
At Incheon, use a dedicated carrier indoors. The airport has additional cage/access rules for dangerous dogs; these terminal rules do not establish permission to import or keep a particular breed. Ask the Korean municipality about any dog registration, breed-ownership or local vaccination duties for your stay. The reviewed import sources do not settle those post-arrival obligations.
Allow a quiet settling-in period and arrange veterinary help if your pet is unwell after the journey. If returning abroad later, check the return destination’s preparation requirements before leaving home.

Under “Import Quarantine for Livestock Products”, Incheon Airport lists Terminal 1 at +82 32 740 2671 and Terminal 2 at +82 32 740 2007 / 2021. Confirm that the number serves your animal and arrival mode, and ask about inspection availability for the scheduled flight. No quarantine-counter operating hours have been verified here.
Use the linked origin-authority pages above to obtain current certificates. For other Korean entry airports, obtain that port’s APQA instructions rather than assuming Incheon’s collection process applies.

Checked October 14, 2026. APQA’s linked English import page returned a temporary-service-error notice; its rabies-free area link was also unavailable. This guide therefore uses Korean government embassy guidance, Incheon Airport instructions, current origin-authority pages and their linked certificates. The Norway embassy’s December 2023 article and Germany embassy’s December 2017 guidance were read as indexed official text, not retrieved directly as live pages. The older German article is used only for the reader and conditional-release guidance. Some underlying documents are older than their hosting page.
Resolve the rabies-free exemption, multiple-animal threshold, special-origin certification and any commercial or unusual-breed case with the relevant authorities before committing to travel. Requirements can change with disease conditions. This guide is a planning aid, not an import approval.
