U.S. pets to Great Britain: APHA clarifies certificate signatures
APHA’s October 1 guidance explains where electronic signatures are accepted and which USDA endorsement and later treatment entries still need ink.

Great Britain’s Animal and Plant Health Agency updated its carrier guidance on October 1, 2026 with details about U.S. pet health certificates. The clarification matters when preparing dogs and cats for non-commercial travel from the United States to England, Scotland or Wales.
For USDA certificates, the veterinarian’s section may be signed electronically. The competent-authority endorsement must still carry an ink signature, with embossing throughout the certificate. This guidance does not establish a fully digital arrival process.

The treatment entry depends on timing
When the veterinarian signs electronically, associated certification completed by that veterinarian before endorsement may also be electronic, including applicable tapeworm certification. A tapeworm treatment added after endorsement must be signed in ink and stamped.
Before the final appointment, ask the veterinarian to coordinate treatment recording, USDA endorsement and delivery of the travel documents.
