Personal dog and cat travel to England, Scotland and Wales. Northern Ireland has separate instructions. Sales, ownership transfers and travel outside the personal-pet conditions need a different assessment.

1. Choose an accepted route first

Great Britain means England, Scotland and Wales. For Northern Ireland, start with DAERA’s separate pet travel instructions. Confirm the actual destination before choosing documents.

For ordinary pet arrivals by air, GOV.UK requires travel as cargo. Its exceptions include chartered private planes and eligible guide or assistance dogs. A cabin arrangement on another international route does not establish eligibility for a flight into Great Britain.

Use an approved carrier and route where required. Sea and Eurotunnel services have their own pet arrangements, which must be confirmed with the operator. If traveling through the EU, assess that entry separately before the onward British crossing.

2. Confirm the personal-pet conditions

Your pet must meet the applicable health and document requirements. A sale or ownership transfer, more than five pets outside the permitted event exceptions, or a pet traveling more than five days before or after its owner can require the additional import rules.

If someone else accompanies your pet, provide the required written authorization. Check prohibited breed types before spending on the journey; a transport booking cannot resolve a breed restriction.

3. Match the documents to the departure country

From the EU

A qualifying pet passport may be used. An eligible GB-issued animal health certificate within its return-validity period, or a Great Britain pet health certificate, can provide other document routes. Check the actual document and vaccination validity.

From a listed non-EU country

The list includes the United States, Canada, Mexico, Japan, Singapore, Australia and New Zealand. A Great Britain pet health certificate is the usual route. Consult the full country-and-document table for exceptions.

For an unlisted country, such as mainland China or Turkey, the standard pathway also includes a rabies antibody test and waiting period. The British country list is separate from the EU list.

Cats arriving from Australia, and both dogs and cats arriving from Peninsular Malaysia, have additional certification conditions. Flag these origins to the certifying veterinarian early.

4. Calculate the rabies timeline

  1. Microchip before vaccination. Have the identification checked before the qualifying rabies vaccination, including when both procedures take place at the same appointment.
  2. Allow the primary-vaccination wait. The animal must be at least 12 weeks old for rabies vaccination. Wait at least 21 full days after completing the primary course, or longer if the vaccine’s required immunity period is longer; day one is the following day. A continuously valid booster does not restart that wait.
  3. Add testing for an unlisted country. Collect blood at least 30 days after vaccination, use an EU-approved laboratory and obtain a result of at least 0.5 IU/ml. Wait three months from the sampling date before travel.

Keep the British and EU clocks separate

The British blood-test wait is measured to travel. The current EU certificate pathway has a different timing rule. If your route enters both, have both timelines checked against the same records.

A successful test can remain usable with uninterrupted rabies coverage. Limited return-journey exceptions exist; have the original passport or certificate assessed before assuming a waiting period is waived.

5. Schedule certification and dog treatment

If using a Great Britain pet health certificate, arrive within 10 days of its issue. Arrange completion by a government-authorized official veterinarian, or the required official endorsement after a private veterinarian’s preparation. The final document must be signed, stamped and dated.

Dogs normally need a veterinarian-administered tapeworm treatment 24–120 hours before arrival. The accepted treatment must be recorded with date and time, product details and veterinary certification.

The treatment is not required for dogs arriving directly from Finland, Ireland, Northern Ireland, Malta or Norway. If a delay moves arrival outside the treatment window, contact the veterinarian and carrier about the revised plan.

Put local appointment times and the expected arrival time into one checklist. A treatment dated correctly but recorded without the required time can still create a document problem.

6. Prepare the departure and arrival handover

  • Keep the correct original passport or endorsed health certificate with the pet’s travel arrangements.
  • Check identification and vaccination details against the animal’s records.
  • Include the antibody report and dog-treatment record where required.
  • Carry the required declaration confirming that the pet is not being sold or having ownership transferred.
  • Keep the owner’s itinerary and authorization together when another person accompanies the pet.
  • Confirm the approved route, pet booking, container and arrival collection process.
  • Agree who will respond if a delay affects certification or treatment timing.

Questions before you book

Is a flight to France followed by ground travel a possible route?

It can be assessed, but it creates an EU entry as well as a Great Britain entry. Both sets of documents, the approved crossing and the operator’s pet conditions must fit the itinerary. Start with the EU guide for that first border.

Does the EU passport restriction for GB residents also govern entry to Britain?

The direction matters. The Commission’s clarification concerns Great Britain to EU travel. GOV.UK still accepts qualifying EU pet passports for entry to Great Britain. See the related update and the official country-and-document table for the document route that applies to you.

What should I send for a British relocation quote?

Send the exact destination, departure country, proposed dates, whether the owner will travel, and the dog or cat’s breed, age, weight and existing documents. Include any proposed EU connection or ground crossing.
