A preparation guide for personal moves with dogs and domestic cats. Sales, rehoming, ownership transfers, larger groups, hybrids and young-animal exceptions need separate assessment.
1. Confirm the ownership and travel arrangement
FSVO’s pet-travel guidance is for animals already acquired and kept by their owner before entry. Tell the travel team if the journey involves an adoption, purchase or transfer to another person.

Where an authorized person accompanies the pet under the personal-travel procedure, the owner must travel within five days before or after the pet. Written authorization must accompany the relevant travel document.

Share both itineraries even if you have already moved. A booking with a transport company does not, by itself, describe the import category: ownership, purpose and the actual travel arrangement must be assessed. A journey outside the personal-travel conditions needs a separate official assessment before booking.
2. Check the country history
The Swiss country list distinguishes EU and other recognized-passport territories from low-risk third countries and rabies-risk countries. The United States, Canada, Singapore, the UAE, Japan and Great Britain appear in the low-risk group. Northern Ireland is listed separately with the recognized-passport territories. Countries absent from both groups fall into the rabies-risk group.

Provide the places your pet has lived or stayed during the previous six months. The Swiss rabies-risk authorization procedure expressly includes recent stays in a risk country. Choosing a different departure airport does not establish a new country history.

Use the FSVO entry check for your circumstances before setting appointments. Include any EU connection or later land crossing in the route assessment.
3. Put identification and rabies dates in order
Have the microchip read and matched to the records before the qualifying rabies vaccination. The standard first vaccination is from 12 weeks of age, followed by a wait of at least 21 days, or longer if the vaccine’s required immunity period is longer. Young-animal exemptions have separate conditions and are outside this guide.

For test-required journeys, the current FSVO-hosted certificate specifies a rabies antibody result of at least 0.5 IU/ml from a designated laboratory. The first sample is taken at least 30 days after primary vaccination; sampling during a continuously valid vaccination series is also provided for. At least 90 days must separate sampling from certificate issue. Ask the certifying veterinarian to calculate the earliest usable dates from the actual records.

FSVO also states that dogs and cats younger than seven months cannot enter from countries with a high risk of rabies.

Direct air entry from a rabies-risk country also needs FSVO authorization under the applicable pathway. The online application asks for submission at least 21 days before import. The permit’s earliest-entry date and the certificate timetable both need to be satisfied.

4. Prepare the entry documents for this journey
A recognized passport is the usual document for eligible EU arrivals. First entry from a third country generally requires the exporting authority’s veterinary certificate. Ask whether an existing Swiss or EU passport provides an eligible document route for your pet.

Use the current certificate and attach the applicable owner declarations and supporting records. The normal entry-check window is 10 days from official issue or competent-authority endorsement; a sea-journey extension can apply.

For a U.S. departure: USDA APHIS provides the export instructions and certificate process. Its standard pathway uses a USDA-accredited veterinarian, USDA endorsement and a printed endorsed certificate traveling with the pet. Separate-travel arrangements must be checked before selecting the certificate.

Keep the chip number, owner details and travel dates consistent throughout the file. Agree who carries the originals, who receives them and what happens if the itinerary changes.
5. Match the airport to the travel format
For direct air entry from third countries, FSVO lists Basel, Geneva and Zurich for accompanied pets in the cabin or as excess luggage. Unaccompanied air-waybill arrivals use Geneva or Zurich.

An unaccompanied airfreight arrival goes to the airport’s freight animal facility. The booking and clearance arrangements differ from accompanied baggage, and FSVO may need documents showing that the pet already belonged to the owner in the country of origin.

Confirm the operating airline’s acceptance, container requirements, receiving contact and handling arrangements before buying the flight. Include the final Swiss city, so an onward transfer can be planned where needed.
Swiss Customs requires the animal and import documents to be presented at a staffed customs office during the appropriate clearance hours. Arrange the correct declaration procedure for an accompanied arrival or cargo shipment; do not assume arrival at the airport completes the import.

6. Check dog-specific restrictions before the move
Switzerland generally prohibits importing dogs with cropped ears or docked tails. Defined exceptions exist for holidays and qualifying household-effects moves. Confirm any exception with the responsible authorities before booking. A naturally short tail or medically amputated ear or tail can also require evidence and FSVO assessment; follow the official guidance for the individual dog.

For a dog moving to live in Switzerland, have a Swiss veterinarian check identification and register the dog in AMICUS within 10 days after import. Check the destination canton as well: some cantons prohibit or require permits for particular breeds.

Questions before you book
Will traveling from a low-risk country remove the paperwork?
No. The country group helps determine rabies requirements, while identification, valid vaccination, the correct entry documents and arrival formalities still need to fit the journey. Have recent residence and transit assessed too.
Can my pet arrive after I have moved?
It may be possible, but the owner’s dates and the pet’s actual transport arrangement determine which procedure is available. Share the dates before booking so the certificate, authorization and receiving arrangements can be assessed.
Does a Swiss entry plan also cover an EU connection?
Include the first entry point and every connection in the assessment. Transit, entry into the EU and onward travel to Switzerland can involve different checks. Do not choose the paperwork solely from the final destination.
