Dogs and cats entering Thailand; detailed veterinary and health-certificate instructions are U.S.-origin only. Arrival detail focuses on Bangkok Suvarnabhumi.
A successful arrival depends on four separate approvals: the animal’s eligibility, its veterinary documents, the airline booking and Thai border clearance. Start with the real departure country and travel format. This guide explains the planning sequence, uses the United States as a clearly scoped documentation example, and separates passenger arrival from manifested cargo at Bangkok Suvarnabhumi.
1. Identify the export country and the Thai arrival pathway
Start with the country your pet will leave, its species, age, identification and vaccination history. Record the first Thai airport, every connection, and whether the animal is booked in the cabin, as checked baggage or as manifested air cargo. These details determine which authority, airline team and receiving office you need.
For U.S. departures, use a USDA-accredited veterinarian and obtain the required USDA APHIS endorsement. The currently linked U.S. certificate requires dogs and cats to be at least four months old at import. For another origin, obtain that exporting authority’s Thailand procedure; a U.S. form is not a worldwide pet passport.

DLD’s general requirements call for an English health certificate signed or endorsed by an authorized veterinary official of the exporting government. Ask that authority which current form and certification process apply to your departure country.
Official sources: DLD requirements sheet hosted by Thailand’s Ministry of Foreign Affairs.
For example, the United Kingdom has its own Thailand export health certificate, EHC 2917. England, Scotland and Wales use the online EHC service; Northern Ireland applications go through DAERA. This guide does not replace those certificate instructions.
Official sources: UK APHA: export cats and dogs to Thailand, certificate 2917.
For an unusual breed, hybrid, ownership transfer or young animal, ask AQS to confirm eligibility for the actual case before committing to transport. Keep the answer with the travel record.
2. Prepare the import-permit application early
For the U.S. pathway, the Thai Embassy recommends applying about 30 days before departure. Its published application window is 7–60 days before departure; it allows 5–7 Thai business days after a complete submission and states a 60-day permit validity after issue. The AQS instructions separately specify at least seven working days before arrival for manifested cargo and advance passenger applications. Build in time to correct records rather than planning around the shortest published minimum.

Use the current R1/1 application supplied or linked by the receiving AQS. The application pack includes the importer’s passport copy, origin and Thai addresses, itinerary, a clear pet photograph, identification details and English vaccination records. The Embassy also requests the microchip implantation certificate. Keep the same animal identity and owner/importer details throughout.

For Suvarnabhumi, the airport’s official import contact is qsap_bkk_import@dld.go.th. For another Thai airport, use that port’s AQS instead of assuming a Bangkok application covers the route.
Official sources: Airports of Thailand: Suvarnabhumi Animal Quarantine Station · Royal Thai Embassy: airport contacts and U.S. instructions revised January 30, 2025.
Save the submitted pack, the response and the issued document together. Check the approved airport, pet identity, dates and any conditions. An unanswered request is still pending. If the itinerary changes, send the changed details to AQS and the certifying veterinarian and ask which documents remain usable.
3. Have the veterinarian set the preparation dates
The U.S.-to-Thailand certificate lists rabies and feline panleukopenia for cats. For dogs it lists rabies, distemper, infectious canine hepatitis, parvovirus and leptospirosis; a qualifying negative leptospirosis test can replace the leptospirosis vaccination. The form’s test window is the 30 days before departure. The veterinarian must assess the full certificate statements, vaccine validity and fitness for travel.

A vaccination-timing difference to resolve
The Embassy tells owners to wait 21 days after primary vaccinations before applying for the permit, with a booster exception supported by earlier records. The AQS handout measures the primary/lapsed-vaccination wait to departure. The U.S. certificate also measures listed vaccinations to departure and does not state that booster exception.
Ask the veterinarian and receiving AQS to agree the dates for your pet’s actual history. Do not assume a recent booster is automatically accepted without a wait, or that a 21-day departure calculation is enough to start the permit application.

Keep the previous vaccination history as well as the newest certificate. Ask the clinic to scan the microchip and reconcile its number with the application and records. If identification is a tattoo or the records disagree, obtain AQS’s instructions before relying on the older U.S. form’s identification options.
4. Keep five dates separate on the U.S. health certificate
A single “ten-day certificate” reminder can miss a requirement. The current APHIS-linked form and the Embassy’s instructions use different starting points:
- Examination: the U.S. form requires inspection within ten days before departure.
- Issue: that form states a ten-day validity after issuance.
- Endorsement: the Embassy describes ten days from USDA endorsement.
- Departure: use the actual flight date when checking the examination and veterinary windows.
- Arrival: the Embassy instructs arrival in Thailand within its endorsement-based window.
Official sources: USDA APHIS: currently linked Thailand dog/cat certificate · Royal Thai Embassy: U.S.-origin pet-import instructions.
Put all five dates in the travel record, including the local departure and arrival dates for an overnight journey. Ask the accredited veterinarian, APHIS and AQS to confirm a schedule that satisfies the applicable certificate and arrival instructions. Do not assume endorsement restarts the issue-date clock. If a delay changes a relevant date, have the authorities assess the existing certificate before rebooking the pet.
The Embassy calls for the original USDA-endorsed, stamped health certificate. APHIS permits veterinary submission through VEHCS, but that does not establish that a phone scan will be accepted at arrival. Arrange how the required original will reach the traveler or accompany an unaccompanied pet.

5. Obtain separate airline acceptance
A Thai import approval does not reserve an animal space on a flight. Confirm the operating carrier for every sector, the accepted travel format, animal and container limits, pet reservation status, document deadline and the handover point. Review connections using our pet-flight connections guide and container preparation using the carrier guide.
The Thai authorities describe a permit-on-arrival option for accompanied pets with the required documents. The Embassy warns that an airline may nevertheless demand advance Thai approval and refuse boarding without it. Do not use that arrival option as a substitute for airline confirmation. Manifested cargo requires advance preparation.
Official sources: Royal Thai Embassy: U.S.-origin pet-import instructions · Thai Ministry of Agriculture: AQS import instructions, including passenger and cargo pathways.
Record the reply for the exact date, flight, animal and container. Ask what happens if the pet is moved to a different flight or travel format. Recheck transit permissions and collection arrangements before accepting the change.
6. Check the complete document pack before departure
For the U.S. pathway, assemble the required original endorsed health certificate, vaccination records or pet passport, the traveler’s passport and the printed permit. If another person collects a cargo shipment, prepare that receiver’s identity documents and the airline/AQS requirements for the handover.

Put the permit, certificate, vaccination records and any test report side by side. Check the pet’s identity, owner and consignee details, physical addresses, dates, signatures and endorsements. Make sure the latest applicable certificate was used and its supporting records are present. Ask the issuing veterinarian about any discrepancy; do not edit a signed certificate yourself.

Our U.S. pet-export guide covers the wider veterinary and endorsement process. Keep copies accessible to the owner and receiver while protecting passport and personal information. Agree who carries the originals and how they stay with the pet if the passenger itinerary changes.
7. Passenger arrival at Bangkok Suvarnabhumi
Thai Customs describes the accompanied-pet sequence as immigration, collection of the pet and baggage, AQS inspection, then declaration at the Goods to Declare channel. Present the pet and AQS permit to Customs and settle any assessed duty and taxes. Completing the veterinary check does not replace the Customs declaration.
Official sources: Thai Customs: passenger and air-cargo pet clearance.
At BKK, the passenger AQS is by baggage claim carousel 8. The Embassy publishes 24-hour daily service and the telephone number +66 2 134 0636. Confirm the airline’s actual pet-delivery point in advance, especially for checked baggage.
Official sources: Airports of Thailand: Suvarnabhumi Animal Quarantine Station · Royal Thai Embassy: airport contacts and U.S. instructions revised January 30, 2025.
Allow time for document and identity checks before an onward journey. Published Thai material is not uniform on quarantine: the AQS passenger instructions describe release after compliant checks, while an official DLD requirements sheet includes post-arrival quarantine. Ask AQS to confirm the conditions for your pet and permit. Do not promise same-day release or a quarantine-free arrival.

8. Cargo arrival needs a separate collection plan
Manifested cargo is handled through the cargo process, even when the owner also travels. Thai Customs requires the Ror.6 approval before import. Its clearance instructions include the air waybill, importer identification, Ror.6/Ror.7 documents, a customs declaration, assessment and release. Agree with AQS, the carrier and the receiver who obtains each document and completes each step.

BKK’s cargo AQS is in the CE-1 Building, Free Zone. The Embassy publishes 08:30–16:30 Monday–Friday, with no cargo pickup on weekends or Thai holidays. The AQS handout lists contact/service hours ending at 15:30 and a midday break. These published hours are not a guaranteed last acceptance or same-day release cutoff. Obtain the current inspection and collection deadline for the actual flight.
Official sources: Royal Thai Embassy: airport contacts and U.S. instructions revised January 30, 2025 · Thai Ministry of Agriculture: AQS import instructions, including passenger and cargo pathways.
Build the collection plan around unloading, availability for inspection, Customs release and the warehouse’s own handover process. Before departure, name the receiver and confirm where the animal will be held, who provides care and who can authorize necessary arrangements if clearance slips into a closed period. Do not schedule pickup solely from the aircraft’s landing time.
The cargo procedure is included to explain the border distinction; it does not establish cargo availability on a proposed airline or a Pets Delivery cargo service.
9. Budget for inspection and obtain the right contacts
The Embassy lists an AQS charge of THB 500 per animal; the AQS passenger handout also lists THB 10 per shipment. Customs separately assesses applicable duty and taxes. These are published figures, not an all-inclusive arrival quote: ask for the current AQS charges and any Customs, airline, handling or storage amounts relevant to the booking, and keep the receipts.

When asking AQS a question, identify the export country, species, age, arrival airport, flight date and passenger/cargo format. Ask for one written answer covering the unresolved document dates, the permit required before departure, quarantine conditions and the collection deadline. Keep any case-specific instructions with the permit.
10. Check the return journey before leaving home
Entry into Thailand does not establish eligibility to return elsewhere. CDC lists Thailand as a high-risk country for dog rabies; a dog that has been there within the previous six months needs the relevant U.S. high-risk-country entry pathway. Check this before leaving the United States, including whether records must be completed before departure. Use our U.S. dog-entry guide for that separate journey.
Official sources: CDC: high-risk countries for dog rabies.
Before the travel date is fixed, be able to answer: Is the pet eligible? Is the correct permit approved? Has the vet confirmed every document clock? Has each operating airline accepted the pet? Can the named receiver complete clearance when the animal arrives? What changes if the flight is delayed?
For a Thailand route review, send the departure and destination cities, preferred dates, pet details and whether you will travel together. Discuss the proposed journey before buying flights around an unconfirmed pet arrangement.
